Bulgaria is the first EU Member State ready to trade its emission allowances at the common European auction platform


The third phase of the EU Emissions Trading System (EU ETS) begins on 1 January 2013 and the participating installations and airlines will have to purchase an increasing amount of their allowances at auction.

Bulgaria along with 23 Member States will trade their allowances at the common European auction platform (only Germany, the UK and Poland have national auction platforms). The state can sell small part of these allowances (3277000 for Bulgaria) at the so-called "early auctions" expected to begin in November 2012. They will be organized by winner of the European procurement – the European Energy Exchange.

Due to the efficiency and good organization between the Ministry of Environment and Water, the Bulgarian National Bank and the Ministry of Finance, the very tight deadlines imposed by the European Commission have been met. So Bulgaria is the first EU Member State to fulfill all the requirements, to successfully carry out the necessary tests and can trade its emission allowances for the first session of the temporary common auction platform.

The new Climate Change Bill will regulate in detail the procedures for spending the funds from auctions.
