Judges, legal assistants, clerks, prosecutors and investigators will have the opportunity to improve their professional qualification with the financial support of Operational Programme Administrative Capacity. On 12 April was launched procedure under sub-priority 2.4 "Competent Judicial System and Effective Human Resource Management", budget line BG051PO002/13/2.4-11. The eligible beneficiaries are the Supreme Judicial Council and the Supreme Administrative Court.
The total amount of the financial grant under the procedure is BGN 650 000, the minimal budget for the individual projects is BGN 100 000, with no maximum threshold. Projects must be implemented within 12 months. The deadline for submission of project proposals is 17.06.2013 (Monday), 17:30 h.
The launched procedure comes as an answer to several researches on the need of training among the representatives of the judiciary, which highlight the deficits in the magistrates' knowledge in specific areas, such as: nature of the system for financial control and management, basic principles for planning and establishing budget, preparation of budget documentation at different stages of the budget procedure, administrative process, summary proceedings in the administrative process, specialized legislation in areas such as exclusive rights, discrimination, energetic, etc.
Only trainings that aren't mandatory within the meaning of the law and for which there is no financing from the national budget will be funded under this procedure. The mandatory initial training of new magistrates, as well as other mandatory training, financed from the budget of the Republic of Bulgaria, are not eligible for funding under OPAC and this procedure. Only trainings different from the trainings conducted by the National Institute of Justice will be funded.
No co-financing for the project is required from the applicants under this procedure. In case the evaluation committee/evaluation team for the procedure decides to decrease the financing, if the budget of the project proposals does not reach the minimum eligible threshold of BGN 100 000, they won't be further reviewed.
