The National Assembly decided to establish a National Decarbonization Fund


The National Assembly adopted on second reading amendments to the Energy Efficiency Act, which provide for the establishment of a National Decarbonization Fund through the transformation of the Energy Efficiency and Renewable Energy Sources Fund.

The National Decarbonization Fund is intended to be the main financial structure in support of the building stock in Bulgaria. The Fund will also ensure the creation of a single point for technical assistance based on the "one-stop shop" model or a similar mechanism.

The National Decarbonization Fund will finance the implementation of activities and measures to increase energy efficiency and promote activities for the production and consumption of energy from renewable sources in buildings, the adopted texts provide.

The funds of the fund will be raised from donations from international financial institutions, international funds and Bulgarian and foreign individuals or legal entities, subject to the provisions of the Law on Measures Against Money Laundering, interest on current accounts or bank deposits of the fund, loans or other financial instruments of a credit nature, contributions from energy companies, funds from European funds, programs and mechanisms, targeted public funds, funds from the proceeds from the auction of greenhouse gas emissions and other proceeds corresponding to the nature and activities of the fund.
