A meeting with Ukrainian delegation investigating Bulgarian experience in judicial enforcement

A meeting was held within a two-day working visit to Bulgaria of an official delegation of Ukraine, consisting of representatives of the Verkhovna Rada of Ukraine and the Ukrainian Ministry of Justice. On the Bulgarian side, personalities who have contributed to the reform of judicial enforcement in the period 2003-2006, took part.

The visit was organized under the Project for support of the judicial reform in Ukraine (Support to Justice Sector Reforms in Ukraine), funded by the European Commission.

The focus of the meeting was to present the model introduced in this country and the good practice in the implementation of enforcement in Bulgaria. The experience of the Bulgarian reformers is particularly valuable to the Ukrainian side in the context of the past 10 year’s functioning of the "mixed" system of enforcement.

BCCI supported the reform of judicial enforcement, insisting to move fully to private bailiffs. Of course, as a compromise the Chamber adopted the proposed "mixed" option, because it does not exclude competition. At the meeting, the President of BCCI Tsvetan Simeonov presented the position of the Chamber in support of private enforcement. "The Arbitration Court operates at  BCCI for more than 118 years. The prompt implementation of court decisions increases confidence in the system", said Simeonov. He recommended an impact assessment based on the results of judicial reform.

The event was hosted by the Association of "Initiative for development of enforcement", which actively works to improve enforcement and strengthen its importance in the context of the overall development of the legal state.
