The incorruption of the energy infrastructure and its reliable exploitation is crucial for the energy security within the region of South East Europe. The dynamics of the processes in the energy sector, connected with the security of energy supply, the diversification of energy sources and routes, the establishment of the European Energy Union and the need of energy cooperation define the necessity of continuous review, assessment and modernization of policies and practices for energy infrastructure protection. The need of functioning of suitable structures and mechanisms, which to regulate and manage the risks, is still tangible.
Actions in this regard at international, regional and national as well as at EU level need to be critically reviewed as to improve the approach and to ensure an adequate response to new challenges.
In this aspect, the Conference “Energy Security and Energy Infrastructure in SEE” will open the debate on the following topics:
- Which are the existing and the potential future threats and how can the changing environment be successfully managed to guarantee the energy security and the maximal protection over the energy infrastructure;
- Current challenges of the risk managements at regional level;
- Case studies and modes of cooperation – what changes are needed and how to be achieved;
- The role of common European decisions and the responsibility of the national governments.
The conference program focuses on the political, strategic and business issues and addresses all stakeholders – government authorities at national, regional, EU and international level, civil society and international organizations and donors, energy business and operators of energy infrastructure.
The major objectives of the conference are linked to providing contemporary basis in relation to needed steps for strengthening and expanding the cooperation at international, regional and EU level in terms of energy infrastructure security. In this regard, the conference will contribute to more concrete formulation of realistic mechanisms for achieving the above objectives in the indicated areas. Thus, on energy policy level, up-to-date forms of cooperation concerning energy security and security of energy infrastructure, in particular at regional level, will be discussed. The conference will highlight the opportunities for intensifying the energy trialogue European Union - Energy Community - South East Europe, incl. in the context of the the South-East European Cooperation Process.
Another direction, in which the conference will contribute in the context of the outlined objectives, is associated to improving the political – business dialogue. Concretely, the conference will aim at identifying effective forms of cooperation between national governments and businesses in the region of SEE as to improve the energy security.
