Giving businesses much-needed flexibility: Eurochambres supports easing authorised representative requirements

In a joint business statement, Eurochambres and other European business associations gave their backing for the Commission’s proposal to temporarily suspend national Authorised Representative (AR) requirements under the Environmental Omnibus. While supporting effective enforcement of Extended Producer Responsibility (EPR), the chamber network warns that maintaining mandatory national AR obligations risks deepening market fragmentation and creating disproportionate costs, particularly for SMEs operating across borders.
The proposed voluntary approach would provide businesses with greater flexibility in meeting compliance requirements and help ease administrative burdens. As discussions continue in the Council and European Parliament, Eurochambres calls on policymakers to preserve the Commission’s proposal and address the broader fragmentation of EPR systems in the forthcoming Circular Economy Act.
