The Fund of Funds launches a procedure for selecting a financial intermediary for the “Technology Transfer Fund”

The Fund of Funds is launching a procedure to select a financial intermediary to manage the Technology Transfer Fund (TTF). The instrument is supported by the Research, Innovation and Digitalisation for Smart Transformation Programme, co-financed by the European Union through the European Regional Development Fund.

A public resource of EUR 57 million will be invested, including EUR 9.43 million in the form of grants. The future fund manager is expected to contribute own capital as well as to raise additional resources from private investors.

The Technology Transfer Fund is a specialised financial instrument which, through equity and quasi-equity investments combined with grants, will support the creation and development of companies with a view to commercialising research results.

The objective of the TTF is to strengthen the link between science and business by creating favourable conditions for innovations developed within universities, technology parks, research laboratories and other units, supporting their path towards turning scientific achievements into sustainable businesses. The instrument will promote best practices in investment in R&D activities. Particular attention will be given to the implementation of the Fund outside the South-West region of the country.

The investment period is until 31 December 2029, while the Fund will have a duration of 10 years, with an option to extend by 1+1 years.

In the selection of the intermediary, the main evaluation criterion will be the team’s experience in equity investments, including technology-transfer-related investments, as well as collaboration with research organisations. Teams are expected to demonstrate a high level of expertise combining research and investment experience.

Applicants may submit their applications until March 24, 2026, 11:59 PM.

The contract notice was published on November 26, 2025, in the Official Journal of the European Union, and the full tender documentation is available in the CAIS EOP system, under the buyer’s profile, at the following link: https://app.eop.bg/today/524329
