Cabinet Approves Draft Strategic Partnership Agreement on Clean Energy Between Azerbaijan, Bulgaria, Georgia and Turkiye
The Council of Ministers approved a draft Strategic Partnership Agreement on Clean Energy between Azerbaijan, Bulgaria, Georgia and Turkiye. The document builds on the Memorandum of Understanding on Cooperation in the Transmission and Trade of Green Energy, signed by the energy ministers of the four countries on 4 April 2025 in Baku.
The main objective of the agreement is to deepen cooperation in the transmission and supply of clean energy among the four countries. They will work together to establish technical and commercial conditions, regulatory rules and other organizational requirements to ensure the safe, reliable and uninterrupted transmission of electricity. The partnership also aims to improve communications and data transmission through fibre-optic cables to support energy services under the project.
The participating countries will designate transmission system operators or state-owned companies to become shareholders in a joint venture responsible for developing and implementing projects that contribute to achieving the agreement's objectives. The agreement is also expected to facilitate and support investments in the development of the existing electricity transmission infrastructure of the participating countries.
The agreement will be concluded for a period of five years, with the possibility of automatic renewal for successive one-year periods unless one of the parties withdraws.
It is expected to be signed during the upcoming 31st Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC COP31), scheduled to take place from 9 to 20 November 2026 in Antalya, Turkiye.
