BCCI supports the adoption of the Draft-bill on amendment and supplement to the Statutory Instruments Act
BCCI supports the adoption of the Draft-bill on amendment and supplement to the Statutory Instruments Act, approved at a meeting of the Council of Ministers today and is satisfied that its proposals for improving the legal procedure and technique have been legally regulated.
The Draft-bill ensures that obligatory preliminary and ex post regulatory impact evaluation of new laws as well as of the amendments and supplements to acting laws will be performed. The methodology for this assessment will be described in regulations adopted by the Council of Ministers.
Meanwhile, in recent months the interdepartmental working group has drawn up and published for public discussion important documents in this area including a Concept for practical implementation of regulatory impact evaluation in the legislative activity of the National Assembly and the Council of Ministers of the Republic of Bulgaria, and Guidelines on the preparation of regulatory impact evaluation. These documents are extremely useful prerequisite for developing a methodology for carrying out preliminary and ex-post impact assessment.
BCCI hopes that the Draft-bill will be quickly adopted by the National Assembly and applied in practice.
